The homelessness crisis stems from Los Angeles’ decades-long housing shortage, marked by declining production, reduced state and federal funding, and stagnant wages. These conditions have left thousands without homes and millions more on the brink of instability.
The California Community Foundation is committed to solving this crisis by increasing affordable housing, preserving existing units, and protecting tenants from displacement. Through bold policy advocacy, we push for reforms that prioritize outreach, accountability, and measurable outcomes for the unhoused.
Collaboration is key to success. We unite government, philanthropy, and the private sector to ensure a coordinated approach to stronger, healthier communities. CCF supports organizations focused on housing justice, development, advocacy, and innovative housing finance to bring lasting change to Los Angeles.


Leading Positive Systemic Change
Addressing the harm caused by racially discriminatory land use, housing finance, and mortgage lending policies is a multiple generational undertaking. In Los Angeles, the effects of discriminatory housing finance policies, known as redlining, are still reflected in racial disparities in homeownership, household wealth, and neighborhood investment. Regional development and land use decisions including freeway construction wiped out entire BIPOC communities.
CCF works alongside the community to identify and fund policy advocacy that will lead to systems change at the local, county, and state level. Successful advocacy campaigns have resulted in billions of dollars in new funding for housing production and preservation and assistance for tenants facing eviction. CCF prioritizes investments in policy advocacy and housing justice groups who engage with community residents to create policies that lead to the creation and preservation of affordable housing and strengthen communities against displacement threats.

Community Voices for Housing
This coalition of housing advocates and nonprofit developers is driving equitable housing policies across Los Angeles. The coalition works to: Accelerate approval processes for affordable housing projects. Empower historically disadvantaged communities to shape housing policy. Open exclusive neighborhoods and prevent displacement in vulnerable areas.

LA4LA
LA4LA combines philanthropic flexibility with private investment and government support to deliver affordable housing faster. In partnership with LA Mayor Karen Bass, the initiative tackles financing barriers and high costs that slow housing construction. Key features include: Developing innovative financing tools to secure and lease housing units quickly. Reducing costs and timelines by providing developers with flexible financing options. Identifying high-impact investment opportunities for new affordable housing. Modeled after successful initiatives in Atlanta, Philadelphia, and San Francisco, LA4LA promotes cross-sector collaboration to address Los Angeles’ housing affordability crisis.

CCF partners with government and community leaders to guide a unified, county-wide strategy for addressing homelessness. Key goals include: Establishing measurable objectives to improve accountability in funding use. Aligning efforts across sectors to create long-term, sustainable solutions. Together, these initiatives lay the foundation for a Los Angeles where every resident has a place to call home.
